Top N on a chart
Select the Clustered Bar Chart Visual you have already created.
Expand the Filter Pane and select StateProvinceName under Filters on this visual:
Change the Filter Type to Top N and type in 10
Drag the measure Count of Orders into the By value field
Select Apply filter
The Bar Chart should now look like this:
